Overview
Congress has a 15-19% approval rating, yet 95-98% of incumbents get reelected. This paradox reveals a broken system. In 2023, members reported $630 million in stock trades while having access to non-public information. The STOCK Act penalty for disclosure violations is just $200—and no member has ever been prosecuted for insider trading under it. Meanwhile, lobbying spending hit a record $4.4 billion in 2024, and dark money in elections reached $1.9 billion. Only 22% of Americans trust the federal government to do the right thing. We can do better.
The Challenge
86% of Americans across party lines support banning congressional stock trading, and 87% support term limits. Yet Congress refuses to act on either. Nearly two-thirds of former members move into lobbying or influence-peddling after leaving office. The classification system creates 50 million classified documents annually—experts estimate 50-90% could be public without security risk. The system protects the powerful, not the public. Special interests spent $4.4 billion on lobbying in 2024 alone.
The Solution
Support a constitutional amendment for congressional term limits (12 years total for House and Senate)—acknowledging legitimate concerns about losing experienced legislators while recognizing the greater harm of career politicians. Ban all stock trading by members and their immediate families with meaningful penalties—not $200 fines. Require real-time financial disclosure. Extend the lobbying ban for former members from 1 year to 5 years. Reform the classification system to default toward transparency. These reforms have overwhelming bipartisan public support.
