Overview

Here's what the FBI data actually shows: 2024 recorded the lowest violent crime rate since at least 1969. Murder rates dropped 14.9% from 2023-2024—the largest one-year decline in history. Property crime fell 8.1%. This contradicts perceptions, but facts matter. That said, retail theft has increased 93% since 2019, police agencies operate at 91% of authorized staffing, and some cities face real public safety challenges. We can acknowledge progress while addressing remaining problems—and support both effective policing AND sensible reforms.

The Challenge

Police recruitment is down 50% while retirements are up 45%. Agencies face a nearly 10% staffing deficit. Some prosecutors have high declination rates, though this varies widely by city. Bail reform effects depend on implementation—research shows no statistically significant relationship between bail reform and crime rates overall, but some jurisdictions have had problems. Black Americans are incarcerated at 5-6x the rate of white Americans. Both under-enforcement and over-enforcement cause harm. We need balance.

The Solution

Fund police recruitment with competitive bonuses ($25,000 signing, $10,000 retention) and address the 6% attrition rate through better working conditions. Support evidence-based strategies: hot spots policing reduces crime 16-35%, focused deterrence works. Invest in community violence intervention programs showing 30%+ reductions in shootings. Require prosecution of violent crimes while supporting diversion for appropriate cases. Reform bail based on dangerousness, not wealth. Address racial disparities that undermine legitimacy. Both public safety AND justice matter.

Expected Impact

  • Recruit 100,000 new police officers through federal incentives

  • Implement hot spots policing (16-35% crime reduction)

  • Support community violence intervention programs

  • Ensure prosecution of violent crimes in all jurisdictions

  • Reform bail based on dangerousness, not ability to pay

  • Reduce recidivism through evidence-based rehabilitation

  • Address racial disparities that undermine public trust
