Overview
America's infrastructure earned its highest grade ever in 2025—a C. That's still barely passing. The investment gap is $3.7 trillion and growing. 19-26 million Americans lack broadband access. The US has zero true high-speed rail while China has 25,000 miles. Grid outages cost businesses $150 billion annually, and DOE warns blackouts could increase 100x by 2030 without action. Americans lost a record 63 hours to traffic congestion in 2024—costing $269 billion. The Infrastructure Investment and Jobs Act allocated $711.8 billion, but implementation has been slow.
The Challenge
One in three bridges needs repair. Power grid demand could surge 69% above projections due to data centers, AI, and electrification. 22% of rural Americans lack broadband versus 1.5% in urban areas. The IIJA has obligated only 59% of DOT funding with roughly 20% actually spent. There are legitimate debates about public-private partnerships—they work well in some cases (TEXpress lanes) but have 46% cancellation rate overall. We need to accelerate investment while improving project delivery.
The Solution
Accelerate IIJA implementation and improve project delivery through permitting reform. Prioritize bridge repairs—42,000 are in poor condition. Achieve universal broadband through combined fiber, 5G, and satellite approaches. Modernize the power grid before demand overwhelms supply. Use public-private partnerships selectively where they've proven effective, not as default. Implement congestion pricing in major metros to fund transit. Every $1 invested in infrastructure yields $1.50 in economic activity.
Expected Impact
Repair 42,000 bridges in poor condition within 10 years
Achieve universal broadband for 19-26 million unserved Americans
Modernize power grid to prevent projected reliability crisis
Reduce commute times and $269 billion annual congestion costs
Accelerate IIJA spending from 20% to full implementation
Create millions of infrastructure jobs that cannot be outsourced
Reform permitting to reduce project timelines while protecting environment
